单一制（英语：unitary state）是一种国家结构形式，指中央政府拥有对整个国家领土的绝对主权并且集中所有政治权力，与有很大程度地方自治的联邦制相对。

多数单一制国家的中央政府仍会将权力下放，进行地方分权，成立不同级别的行政区域及地方政府，来协助管理具体地区事务。惟独，地方政府所拥有的权力都来自中央政府所“借”出的授权，而中央政府可随时收回权力，并废除或成立新的行政区域。基于单一制国家中，只有一部法律与制度得到广泛承认，使其具备统一的现行宪法以及统一的法律体系，国家具有统一的立法、行政、司法系统，国民具有统一的国籍身份。

根据对权力的集中程度，有人亦将单一制分为中央集权型和非中央集权型（地方分权）。近世初期（约1550年代），欧洲的大多数国家（除了神圣罗马帝国等）都是中央集权型国家，地方政府的权力受到中央政府的严密控制。现代单一制国家则趋向非中央集权型式，中央政府掌握军事、外交等全国统一性政务，而地方政府在行政上享有较大的自主权[1]，有少数国家变得相当类似联邦制。

中华人民共和国是世界上国土面积最大和人口最多的单一制国家，其他主要的单一制的国家有英国、法国、日本、韩国等。
