SPQR（拉丁語：Senātus Populusque Rōmānus），意即「羅馬元老院與人民」，是古羅馬政府的正式名稱。此名或其縮寫形式被紋飾在羅馬軍團的鷹旗上以及古羅馬很多公共建築之上。時至今日，當今羅馬市的市徽、市政設施上，以及公用建築物上都可以找到「SPQR」這個縮寫詞。

對於「SPQR」這個詞的完整寫法，有幾種不同的說法。其中senatus（元老院）、 populus（人民）、-que（和）一般無爭議，其差異主要集中在這個「R」代表什麼意思，最常見是Romanus（形容詞）和Romæ（名詞「Rōma」的屬格形式，相當於英語 of Roma）。在圖拉真紀念柱和提圖斯拱門上的版本都是「Senatus Populusque Romanus」。

譯名[編輯]

在拉丁語中，「Senātus」 （元老院）是一個主格單數名詞。「Populusque」 由主格名詞 Populus（人民）和 -que 複合而成，-que 是「和」的附着語素，它連接了「元老院」、「人民」兩個主格名詞。最後一個詞，Rōmānus（羅馬）修飾了整個「Senātus Populusque」，整體即「羅馬元老院與人民」。

其他延伸[編輯]

SPQx 會被各政府所採用以增加城市榮耀感及公民權利的主張。例如:意大利小鎮 瑞吉歐艾米利亞 的徽章中有 SPQR，代表 Senatus Populusque Regiensis。 目前已知使用「SPQx」的標語有以下城市；
