== 历史 ==
自1980年起，[[南斯拉夫社会主义联邦共和国]]（南斯拉夫）开始建立电信网络联系。{{le|欧洲学术与研究网络|The European Academic Research Network}}（EARN）借此启动。在1988年，[[贝尔格莱德大学]]自然科学和数学学院建议南斯拉夫的大学加入EARN。隔年，首个[[贝尔格莱德]]和[[林茨]]之间的国际学术网络开通，贝尔格莱德大学随即成为EARN的中心节点<ref name="rnids history"/>。

由于互联网的高速发展，南斯拉夫与[[ARPANET]]（后发展为互联网）间交换电子邮件和数据的“桥梁”需求籍此产生。.yu顶级域于1989年6月15日通过[[马里博尔大学]]和{{le|约瑟夫·斯特凡研究所|Jožef Stefan Institute}}牵头的政府科学技术信息发展项目（SNTIJ）分配给南斯拉夫，两所机构均位于[[斯洛文尼亚]][[卢布尔雅那]]，于1990-1991年间成立注册局YUNAC——南斯拉夫学术社区网络<ref name="rnids history"/><ref name="rnids report"/>。

在南斯拉夫社会主义联邦共和国于1992年解体后，斯洛文尼亚和[[克罗地亚]]两国分别注册了自己国家的ccTLD（[[.si]]和[[.hr]])。而[[塞尔维亚]]和黑山组建的[[南斯拉夫联盟共和国]]（南联盟）因为处在[[南斯拉夫内战]]中而受到[[联合国]]制裁。不仅网络连接遭到中断，而且由于解体导致SNTIJ不得不停止，.yu注册局也留在斯洛文尼亚境内。斯洛文尼亚获得了该国特有的ccTLD——[[.si]]之后，SNTIJ项目的塞尔维亚成员向卢布尔雅那写信，询问对方是否愿意按照[[国家继承]]原则转交.yu域的职能，但是数月间没有得到答复。

贝尔格莱德大学自然科学和数学学院的米里亚娜·塔西奇女士转而向国际和欧洲的相关网络管理机构寻求帮助，包括向IANA创始人[[乔恩·波斯特尔]]和塔西奇的一些在[[欧洲IP网络协调中心]]工作的同事。直到1994年春，[[互联网号码分配局]]（IANA）终于下令.yu域应交给南联盟。随后，该顶级域委托给贝尔格莱德大学的热心人士管理，包括米里亚娜·塔西奇女士，电气工程学院的{{link-sr|乔尔杰·保诺维奇|Ђорђе_Пауновић}}博士、贝里斯拉夫·托德洛维奇和内纳德·克拉伊诺维奇，组织科学学院的博日达尔·拉登科维奇博士等人，并成立了在YUNET联合会主持下经营的YUNIC——南斯拉夫网络信息中心<ref name="rnids history"/>。

一切看似简单，但由于联合国的制裁尚未撤销，安装第一个主要DNS服务器变得十分困难。YUNIC向网络运营商MCS.com请求支援，.yu域得以托管在国家之外，条件是MCS公司不负责维护注册局的域名事宜。为了克服这个问题，YUNIC决定注册二级域co.yu和ac.yu，重定向到其他愿意提供注册维护的互联网服务器。

这样的操作执行到1995年南联盟恢复与外界的互联网连接。随后.yu域的主要DNS服务器移至{{le|EUnet}}公司荷兰机房，不久之后再次移回贝尔格莱德大学电气工程学院和组织科学学院的服务器上，直到2010年.yu域退出历史舞台。

2003年2月，随着南斯拉夫联盟共和国更名为[[塞尔维亚和黑山]]（塞黑），国家代码YU也因此被CS取代，[[.cs]]域因此诞生。不过，它却从未被使用，也因此成为少数与[[ISO 3166-1]] 标准不一致的ccTLD。在之后.yu注册局与[[互联网名称与数字地址分配机构]]（ICANN）的商议中，注册局方面传达了一个参考[[2006年黑山独立公投|黑山公投]]的意见——黑山即将公投决定是否脱离塞尔维亚。由于公众普遍看好脱离的前景，鉴于这种情况，ICANN没有要求.yu域立刻过渡到.cs域，而是等待公投的结果<ref name="iana report">{{cite web|url=https://www.iana.org/reports/2010/yu-report-01apr2010.html|publisher=IANA|title=Removal of the .YU domain formerly representing Yugoslavia|accessdate=2017-11-13|date=2010-04-01|language=en|archive-date=2016-06-04|archive-url=https://web.archive.org/web/20160604125700/http://www.iana.org/reports/2010/yu-report-01apr2010.html|dead-url=no}}</ref>。

2006年5月，黑山公投结束，结果为独立。6月塞黑正式解体。ISO 3166-1随后依照公投结果修订，国家代码CS被移除，ME和RS被添加，分别代表黑山和塞尔维亚共和国。修订使得ICANN可以正式开始域名过渡进程。12月，黑山政府提交[[.me]]域委派申请书，随后塞尔维亚国家互联网域名注册局（RNIDS）也提交了[[.rs]]域的委派申请书。

本着历史教训，且与国际标准高度一致的原则，新的两个顶级域的委派需要以.yu删除作为前提。在ICANN董事会会议上，大家除讨论了申请书之外，还讨论了合适的.yu删除时间线，讨论结果决定时间线尽量缩短。最终在2007年9月11日，ICANN发布决议，要求.yu域必须在两年内结束使命<ref name="iana report"/>：

Whereas, ICANN is not responsible for deciding what is or is not a country, and adheres to the ISO 3166-1 standard for guidance on when to add, modify and remove country-code top-level domains,

Whereas, there is a transition plan to move registrations in .YU to the new domains .RS and .ME, with the operator of .RS acting as the temporary caretaker of .YU until the transition is complete,

Resolved (07.77), that the .YU domain be redelegated to the Serbian National Registry of Internet Domain Names in a temporary caretaker capacity.

Resolved (07.78), that the Serbian National Registry of Internet Domain Names be instructed to report their progress on decommissioning the .YU domain every six months to ICANN against a relevant set of metrics.

Resolved (07.79), that the Serbian National Registry of Internet Domain Names, and the Government of Montenegro, work to complete the transition from the .YU domain to the .RS and .ME domains, so that it may be removed from the DNS root zone no later than 30 September 2009.

根据该方案和之后的商讨，所有.yu域名对应的.rs域名均被保留，可在域名日出期期间注册。

到了2008年9月，未被认领的.rs保留域名全部失效，并向所有人开放注册。.yu注册局则被安排处理剩下不活跃或未被使用的域名。2009年3月，所有.yu域名均被删除，但3月至5月间，仍有1,236个域名持有人表达了.rs保留域名恢复的意愿。6月，仍有4,266个域名处于活跃状态，RNIDS董事会成员斯洛博丹·马尔科维奇据此通过电子邮件向{{le|罗德·贝克斯特朗|Rod_Beckstrom}}致信，要求延长.yu域删除时间线。而申请的理由似乎并不明确，除了少数仍在持续使用的却没有迁移到.rs的.yu域名，包括<ref name="iana report"/>：

* [[邮件列表]]的订阅者。列表管理员无法轻易完成转移的操作。
* 被用作密码找回等紧急用途的关联域名邮箱。
* 电脑软件或手机应用中包含相关域名。
* 仍被搜索引擎收录的页面。
* 用于其他顶级域联系人的邮箱。

ICANN工作人员调查了相关情况并向董事会报告，在9月30日的会议上，董事会通过了决议<ref name="iana report"/>：

Furthermore, whereas RNIDS has asked ICANN for better guidance for the future on how the process of retiring country-code top-level domains should be conducted, in the form of clear and transparent rules,

Whereas, the Board is aware that the ccNSO Council has established a working group to advise on whether to launch a policy development process to review the current policy on delegation, redelegation and retirement of country-code top-level domains,

Resolved (2009.09.30.16), that the ccNSO is asked to consider the RNIDS request on better supporting the process of retiring country-code top-level domains, and report back to the Board its findings.

决议发布后，ICANN工作人员联系RNIDS，双方共同确认2010年3月30日是最终删除时间。

在3月30日，RNIDS通告成功完成顶级域过渡：

最终，.yu域于2010年4月1日从根域名服务器中删除，操作编号为2010040100。
